Anchor tier reduces the headline turnover rate by 10% and locks it for 12 months in exchange for committed dispatch priority. Footprint assumed: 2BR/2.5BA ≈ 1,505 sq ft per county record; linen handling assumes an in-unit washer/dryer. If actuals differ materially — off-site laundering, additional sleeping surfaces — we re-tier at no penalty.
